The Davlan, 2001

The Davlan project has surpassed our expectations. The Davlan includes 50 apartments: 28 one-bedroom and 22 two-bedroom apartments. A unique characteristic is that the units are mixed-income: 36 of the units are affordable and 14 are market rate. The original commercial tenants remain: Starbucks, Silver In The City/At Home In The City, Elements and Subway have been wonderful and vibrant additions to Massachusetts Avenue. The co-developer’s of the project, The Riley Area Development Corporation and Monument Management, have also made the Davlan their home as well. The green space, affectionately known as Davlan Park is a welcomed respite complete with walkways, a sitting wall and seating for Starbucks and Elements. The project has received the recognition of several local and state organizations with the following awards:

The Avenue Condos/Hoosier Retail Flats

The adjoining building to The Davlan, The Avenue Hotel was renovated into six affordable one-bedroom flats and two affordable two-bedroom townhomes on the second and third floors of the building. Retail spaces on the first floor include: Global Gifts, Three Dog Bakery, State Farm Insurance, Hoaglin Café and Market, and Flock Realty.

The Avenue Hotel was built in 1912 in two stages for $75,000. The architect was George E. Hoagland. The three-story building consisted housing on the second and third floor and first floor retail including: The Iroquois Theater, Indpls. Plating Company, Avenue Café, Curry & Son Saloon, and Chas Morgan Barber Shop.

The architect on the project was Heartland and Monument Construction was the project/construction manager.

Mass Ave

Massachusetts Avenue affectionately know as “Mass Ave” is our beloved main street. It is an Arts and Theater District where unique, local retail shops, award-winning restaurants and live music venues are surrounded by historic urban neighborhoods. The area earns its artsy rep from the five live performance theaters combined with artist studios, art galleries, and creative shops.

RADC, in cooperation with Indianapolis Downtown Inc. (IDI), co-led the Mass Ave Commercial District plan in 2002 and since has been implementing the plan with volunteers from the area. In 2004 Mass Ave was designated as a “Cultural District”. Mass Ave successes include:

  • Enhanced the landscaping beds
  • Added 25 temporary public art pieces and 3 permanent sculptures
  • Awarded $150,000 in grants to businesses for façade and business support
  • Added 65 bike racks
  • Support enhanced quarterly events
  • Assisted the identity of the area with a web site, new logo and enhanced marketing
